No one will help

My daughter has been trying to get the school to test my granddaughter for a learning disorder and they keep telling her there bascially nothing they can do that they don;t test for this and she will have to do it herself and the doctor tells her the school is suppose to. She is in the 3rd grade and failing becaue she is having so much trouble keeping up and understanding. What can be done about this and can the school be made to test for a learning diorder?

Look at the “LD in Depth” page on this site, and then check the Wrightslaw site.
As I understand it from reading, if you are in the US you can make a *written* request for an evaluation to the school (Keep a dated copy for your own records); the school then has a certain amount of time to act, check the informational sites for how much, and if they refuse after the written request and a reasonable amount of time they can be taken to court.

That’s correct. If you make the request in writing (and make it look as formal as possible) then it basically is more cost-effective for them to test the kiddo than to go through the necessary processes not to.
I would be looking *hard* for an advocate, or another parent who is having more success in the system. The school personnel have all the advantages - time especially. It’s also a rather long haul; if they’re fighting at this level, then just getting the testing is not likely to solve your problems; just, perhaps, to get you planted on the path for you to begin taking a machete to to clear the way.

Where do you live? There might be an L.D. support group for parents out there, and they could help you get an advocate. Like, a “Learning Disabilites Association of (your city here). Never know.
