When a student moves to a different state with a current IEP does the new school have to develop a new IEP or can they just use the one from out of state?

I had a student move in from out of state this year. We worked off the old IEP for the first thirty days, to get a handle on the students needs. Then held an IEP at the thirty day mark.

I work in a district that is primarily military, so I see plenty out of state IEPs. We work with the current IEP until an evaluation has been held or current assessment results have been received from the previous school. We then meet to develop a new IEP.
We schedule a PPT as soon as we can and in the meantime use the one the student came with. It’s more urgent to hold a PPT when they come from out of state, and the regulations are different ( I think).
