my daughter has been diagnosed with CAPD and my other daughter has ADHD does this qualify for an IEP? who decides?

There is an absolutely essentila book you have to read called,”When the Brain Can’t Hear” by Terri James Bellis, phD. You can get it at Amazon.com
I just finished it.It lists everything you need to know, from the tests to ask for, the diagnosis, the types of CAPD and their very different treatments , the IEP process, and more.
After you read it, ask the school for the test results and compare them with the book. If you need to, call an advocate to help you decipher the test results as it is a daunting task. Then go to the IEP meeting knowing what to ask for and how to get it.

CAPD may fall under an IEP if she needs special services. You can request testing from the school and the information from that will be used by you and the school staff to determine her eligibility to receive services.
ADHD does not necessarily qualify for an IEP but may need a 504 plan. Again, this would be fully determined by testing.
