Good Reading evaluation

Does anyone know what a good reading evaluation would be for a 2nd grader who is almost 9 years old, and what type of professional would give it?

Our son has excellent comprehension, poor fluency, and changes a lot of words as he reads. Most of all he “Hates to read”. The expectation of him reading causes tantrums. He has been read to more than anyone I know, watches no tv, computer, etc. and still does not want to read. He had a year of a reading tutor. He loves to be read to and he will look through dozens of books, at the pictures, just like children do at young ages. But reading the words is torture. The school is using a test that is rated applicable for children reading under a 2nd grade level. He scores at a 2nd grade level on their test. He has above average intelligence, and the same in acheivement testing. As I see it, with his scores he should be having no trouble reading at an upper 3rd grade level at least.I am just trying to figure out what the problem is and how to help our son.
