question about district lawyers as part of IEP team

I am asking on someone else’s behalf. In Cal. a person who has an open case with OCR has received an IEP meeting request that states Other (not review or transition per her request) as well as the district lawyer being there as part of the team, basically to address complaints, according to the parent, that timeline has already passed and is in OCR hands. What does she do and is the lawyer allowed?

We have district attorneys that come to IEP meetings especially with the ones that have high profile parents…that bring their attorneys and advocates..

It sounds like they are trying to mediate an agreement…and that is allowed too..
