At least in Illinois, you can go if you are “able to benefit” or some other cute phrase. If you take the placement test and score in a certain range (and don’t assume you can’t :-)) then you can be admitted; I think there may be other ways to do it, too. A “special ed diploma” person just came through my lab… he’s taken half a dozen courses here.
Many colleges have alternative ways to get into them, if you would be able to do the work - or even if there’s have a *chance* that you would hbe able to do the work. Unlike K-12 schools, people pay money for college - so there are colleges that will take just about anybody, if they have the money.
