Measurable IEP Goal

What is an appropriate goal for child with continued decoding problems. Recent WIAT test shows Basic Reading SS 90, Spelling SS 88, Comprehension SS 125. These are 6th grade scores. Her 2nd grade scores were Basic Reading SS 92, Spelling SS 90, Comprehension SS 90. What measurable goal can I use? Can I ask to see improvement in these scores, so as to narrow the gap? How much improvement should I expect to see in a year? The IEP states for a Measurable Annual Goal: child will display increased word analysis skills with the benchmark being: 1-child will recognize and spell six basic types of syllables; 2-use spelling rules and generalizations; 3-use common patterns to read unfamiliar words. I don’t understand how they are measuring progress. I would like to see the school be more accountable for what they are doing.
