Would like to know the precedures for operating a non-public school
and being in compliance with state and federal guidelines.

Contact your state dept. of ed as such things would vary from state to state. Safe to say in a non-public school many federal and state guidelines no longer apply. Non public schools in my state at least are free to hire uncertified teachers, establish a different length of school year, follow a different curriculum and ignore, if they will, the special needs of learning disabled children.
Each state has their own guidelines and you would need to get access to your particular state’s guidelines and laws. They are sometimes available on-line or in a catalogue that you can purchase. For instance if you lived in California the the California Department of Education publishes a new book every year with new laws that have been enacted during the previous year…for instance the 2001 book would have the 2000 laws in it… The one for Special education laws is called the California Special Education Programs, A composite of Laws.
If you are thinking about opening your own NPS I would strongly suggest the services of an attorney.
