I have two students who are making progress towards their reading goal of being able to read grade level material. However, both students’ instructional level is at the Primer level when given an individualized reading inventory. Both students can complete 2nd grade level comprehension skills when the material is read to them, but have difficulty decoding due to lack of ability to learn phonics skills-primarily vowels. How do I make the decision to switch to another reading program based on this information when they are improving their ability to read grade level material? Your input is greatly appreciated!
