reading tutor

How do I go about finding a good tutor for my 10 yr old son? What should I look for and where do I go?
His special ed teacher says to overcome the reading problem he just needs to read. But I can not give up the idea that he needs to learn phonics somehow.
We are in Arkansas, the Little Rock area.
Any leads will be appreciated.

Yes, your child needs phonics!! And a coordinated approach *applying* that phonics to real books.
ISER is a good place to start.
