I was wondering how students are identified as having a learning disability. Is the General Education teacher responsible for identifying these children or, are other school personnel responsible for monitoring this type of thing. Once the child is identified as having a learning disability, how do they go about getting him an IEP, to help provide modifications and accommodations for the student. If you could respond to this question, I would greatly appreciate it.

Craig A referral must be made first regarding the concerns the teachers have and reasonable cause they have for the referral. A team is then assigned to administer formal standardized tests geared to test your childs strengths and weaknesses to determine if your child will meet the special education criteria for the areas referred for. An IEP meeting is then held with you present and all the information is shared. Determination of criteria is held and and if your child meets the criteria, an IEP is written for the specific academic areas your child needs help within. I hope that helps!!
