Homebound Services for LD Child

My dyslexic 9th grade daughter is currently unable to attend school due to a health problem. I was told at a meeting that they could offer twice a week visits by a teacher of 45 minutes each, if I provide medical documentation. Two teachers at the meeting stated that when they had done this in the past, about 30 minutes was spent on administering tests and quizzes, and the remaining time “going over” the packet for next time, making sure the student understood what was expected. Any remaining time (haha) would be spent on actual instruction. With a dyslexic and testing accommodations which will be needed, I suspect even the testing will go over the 45 minutes.

When I expressed concern that the amount of time allowed for direct instruction seemed inadequate, especially for a student with severe reading and writing impairments, it seemed like the response was “that was what was available”. Does anyone have information about how (and whether) homebound services are affected by special ed law? Do I have to accept what is offered, or can I work for a “customized” education, such as I seek for her in school?

I would check your state laws,on home bound. If this is exclusively for special ed services,what about regular education classes?

and another thing: they HAVE to follow the IEP goals,for how ever long it would take to provide. here is IDEA regs

(b) Additional requirements. Any interim alternative educational setting in which a child is placed under §§300.520(a)(2) or 300.521 must—

(1) Be selected so as to enable the child to continue to progress in the general curriculum, although in another setting, and to continue to receive those services and modifications, including those described in the child’s current IEP, that will enable the child to meet the goals set out in that IEP;
