Awhile back I posted this about trying to find out about what money was available.
Today I called the student services director and she said they don’t actually set money aside for private school children. That if I want services and he is available he needs to got to them.
I am in Massachusetts and rec’d an article from the Board of Ed on proportionate share. The proportionate share (PSHARE) for a public school district is calculated as follows:
This wasn’t the impresssion that I got. Andy posted back and said that the district shoudl have a Special Education Local Plan Area, it describes how many children in the district are on ed plans there should be some record of how many children are being served by the district and how many children are being funded to attend non-publicschools. The non-public schools that are available should be listed, and the number of children attending will be identified. There will be no way to identify any specific child, only numbers of how many, etc…
No big surprise that she said they didn’t have one. I don’t know where else to go, can I call the board of ed, do they have that sort of thing?

(# of eligible private school students) % (# of ALL eligible students (public & private)) = __% X ($federal entitlement) = PSHARE
Basically a certain percentage of federal money has too be set aside.

Do you know anything about summe services?
I don’t want to pull him out of school and take him down to the elementary school. It is too far and I think it will defeat the purpose of private school.

Someone else (Anyita, I think) wrote that SELPA may only be in California. If that is the case, then another alternative idea is to go to your local state representative and ask for someone to help you find out how you would go about finding out about the funding for the districts. Request that they look into it for their boss, and have them make copies for you. Tell them about how you have tried, and what you have run into. Ask that you be kept anonymous and you would appreciate their help. Seems to me that you can peak their interest, because the districts do recieve funding for placement and programs for children with special needs. There has to be some form of accounting for the monies provided. Anyway, again, it will be somewhat generic, but it should be able to provide a head count, per district, as well as what schools are on the “approved” or accredited schools where funding is being used. I already know that my district receives $5million dollars a year from the state, I don’t know about federal.
I am not too surprised that the school district doesn’t want anyone to know what they do with that money. I know that when they get medical reimbursements it goes into our towns general fund, it doesn’t go back to special ed. We always tell everyone to refuse to give out the info since the money fills potholes and puts up new street signs.

I am in Massachusetts and in our district children who are classified as needing special ed. services who attend our local parochial schools do receive some services at the local elementary schools. There also may be younger students(3-5) who receive some services in preschools. We have one special ed. teacher for each public elementary school in our district, who also does testing and she does not travel to private schools for tutoring. By and large from the families I know these services are mostly speech and language. In our district the students funded to attend private special ed. schools have very very substantial special needs.
