I am working with a kid with FAS right now. He is not retarded but is low in expressive and receptive language. I have been having good success
with Lindamood Bell’s program LiPS and they have worked with many FAS kids.
LiPs is a very structured multisensory technique. The most cost effective way of getting this program (if you don’t live in Albuquerque) is to find a speech and language therapist that uses it. Unfortunately it is not too easy to do, and really not doable by yourself. Lindamood Bell costs are pretty high and they do not give out the names of people who go thru their training. Nor do they really have any form of certification.
*If* the kid can accurately repeat the various sounds (including “ch”, “v”,”j”, “w”,etc) you can look into Phonographix (PG) or some other form of multisensory structured phonics program. Many kids with FAS, as I have read, have severe auditory processing problems.
The kid I work with could not repeat these.

I would suggest a combination of Audiblox (http://www.audiblox2000.com ) and Reading Reflex.
Audiblox is a training program that works on optimizing a broad range of cognitive skills. It requires a minimum of 1/2-hour per day of one-on-one work with an adult (one hour per day is better). This is the program I would do first, for perhaps 6 months, before starting Reading Reflex — continue the Audiblox for a year or so. Doing Audiblox before Reading Reflex should make RR go considerably faster, because Audiblox works on developing attention skills, sequencing skills, auditory and visual short-term memory skills, etc.
Reading Reflex is a book by McGuiness that is under $20 at bookstores, or check your library for a copy. I would recommend purchasing the company’s $59 parent supplement — which includes workbook pages for basic code through advanced code, and a set of manipulatives that are cut up to be used with the program. No one reading program works for all children, but Phono-Graphix (the approach used in Reading Reflex) is a good place to start.
