how long does a school district have to respond to a written request for a new iep along with placement? is there a time line in which they have to hold the iep?

Actually, what you need to request (in writing) is an IEP team meeting. An addendum or changes to the IEP can be made at that meeting if there is reason to do so.

they have 50 days unless the request is made before the end of school, then they have more time which is adjusted from the time school lets out to the time it comes back in session.
