I am at my wits end.
My 6th grader is moving to a diff school, and
I had asked for a 504, they refused.
We had informal student study team meetings, and
were not happy with the handling of that.
Now they spring this on us. Move him out.

Of coarse the school can refuse a 504 Plan. What they must do is consider and evaluate the need for a plan.
RSP is the Resource program for special education students, and I have heard that in CA. It is usually a pull out program where the RSP teacher pulls the kids out of english and math and works on their skills to either keep them swimming with the tide or helping them catch up. I don’t believe a school can refuse a 504 plan. If they are offering you RSP then they are offering you an accomodation to comply with the 504.
