Have you looked at Math Facts the Easy Way? Website is http://www.citycreek.com . These often work really well for children who have difficulty learning new multiplication facts with traditional methods. You just want to be sure they understand the concept first (e.g., using manipulatives).
A good follow-up to each math fact learned that way is QuarterMile Math computer software. The child races against his own best times on selected math facts (can be a single fact, such as the 3-times facts, or multiple facts). You can call or email the company for a demo CD. The racing aspect of this program does not work well with some children (especially with children who are impulsive guessers), but works well with many. I have heard that this is the program Sylvan Learning Centers now use to develop math fluency. Website for this program is http://www.thequartermile.com
