Yes they can. My dughters original determination for eligibility (in 2002) was done by comparing WISC III and the Woodcock.
Her redetermination was done in 2005, comparing the WISC IV and the Woodcock.
You no longer “have to” use a “points discrepency” to qualify though. A child can be determined to be a child with a disability if they respond to “scientific intervention.”
Waiting until there is a “severe discrepency” is rough on the child and makes remediation more difficult.
