Test Results and how to read them

I am a newbie to this site, and I am amazed at all the topics that are here. I am a mom to 2 boys that both have ld’s. What I am needing help with is the Roe/Burns informal Reading Inventory results.
My 9 year old son who has PDD/ADHD and anxiety had his 3 year eval and I am concerned with his reading and verbal comprehension. The test is broken down into 3 parts from what I can tell. Word Recognition, Comprehension, and Reading Fluency.

Word Recognition
In Isolation Independent level (>90% accuracy) 100% at 3rd grade
Instructional level (>80% accuracy) 80% at 4th grade
Frustration Level (<75% accuracy) 70% at 5th grade

In Context Independent level (>99% accuracy) 97% at 2nd grade
Instructional Level (>95% accuracy) 97% at 4th grade
94% at 5th grade
Frustration level (<90% accuracy) Not reached

Comprehension

Independent Level (>90% accuracy) Grade 2nd grade
Instructional Level ( >75% accuracy) Grade 3rd and 4th
Frustration Level (<50% accuracy) Grade 5th

Reading Fluency

Grade 2 passages 180 wpm
Grade 3 passages 148 wpm
Grade 4 passages 128 wpm
Grade 5 passages 124 wpm Average 145 wpm

So, this is the testing and results I have his IEP for nest Monday 2/9. And would like as much information as possible as to what he should be getting on his plan. By the way he is in the 4th grade.

From the scores it looks like he is reading at grade level and comprehending at almost grade level. His reading fluency is over 120wpm which is good. He may need a little more help with comprehension. Going over new words/vocabulary until he understands them.
