non academic art schools

Does anyone know of any non academic art colleges? My son is a high school senior and has been in self contained special ed classes for learning disabilities all throughout school. He is very talented artistically and he would like to go own to college in art but we have been unable to find the right school for him that would not require SATs and that would not have as much academic emphasis but more on art such as graphic design or illustration. Does anyone have experience with this?
